The Program for the Agricultural Sector in Algeria (PASA) is based on two principles:
1 the development of an "agricultural and agri-food value chain" approach as a tool for local economic dynamics and territorial and national governance and
2 "the mobilization and strengthening of skills for better competitiveness of economic actors in the sectors".
The target groups for the PASA are small farmers organized in associations and cooperatives, Very Small Enterprises (VSEs) and Small Medium Enterprises (SMEs) with a particular focus on young people and women. Public support structures and private actors from civil society in the target sectors are the beneficiaries of the project ensuring the implementation of the project activities on the ground.
