This project supported the Government of East Timor (GOTL) in the establishment of an Information System to manage 12,000 employees.
The project involved four main areas of work:
- Verification of IT and hardware conditions in the GOTL for the implementation of the Personnel Management Information System (PMIS);
- Assessment of the current Human Resource Management regulations, operations and procedures, and assistance to the GOTL in the development of a mechanism of interministerial workflow for managing the PMIS;
- Design, specification, installation, testing and verifying the PMIS for civil servants in the GOTL, including the migration of the existing personnel data and the interface with the payroll system and database;
- Development and provision of training for PMIS-users to enable a sustainable use of the system.
