The Technical Assistance aimed to:
- Strengthen the institutional and procedural links between planning, budgeting and monitoring instruments;
- Develop the Medium Term Expenditure Framework (MTEF) as an instrument to support improved expenditure planning, including the design of a software solution for MTEF that promotes a closer integration between the MTEF and related instruments (the Budget, the Economic and Social Plan, and the Poverty Action Plan/PRSP);
- Strengthen processes of budget preparation at sector level, emphasising steps to facilitate costing of activities or programmes, ensuring consistency with policy objectives and strategies and the cross-cutting objective of poverty reduction;
- Establish the capability within the Department of National Planning and Budget to perform regular budget analysis and conduct structured sector expenditure reviews;
- Create the capability within the National Directorate and Planning and Budgeting (DNPO) to support managerial and administrative innovations introduced under different SWAPs and to facilitate the dissemination and sharing of lessons learned through these processes.
