The Project aims to improve water sector governance, strengthen institutional capacity and efficiency in the water and sanitation sector institutions at central and provincial level, and improve access to sustainable water supply and sanitation services.
The Project’s main outcomes include:
1. the establishment and effective functioning of seven Provincial Water Supply and Sanitation Utilities which are autonomous (targeting the Provinces of Cabinda, Cunene, Lunda Norte, Lunda Sul, Namibe, Bengo, and Cuanza Sul);
2. enhanced capacity for service provision at the central and provincial levels, and
3. expanded access to water supply and sanitation.
The project has four components:
1. Development of Provincial Water Supply and Sanitation Utilities (PWSU);
2. Provision of Sanitation and Water Systems through preparation of feasibility studies and procurement of infrastructure;
3. Capacity Building and Change Management;
4. Project Management.
The expected outputs to be produced by the TA team include:
1. Sound human resources development plans and staff career development plan;
2. Staff trained as per the plan;
3. Effective monitoring and evaluation system in place;
4. Timely reporting on the sector progress and shortcomings;
5. PWSU smooth operations and utilities benchmarking and reporting in place;
6. Effective execution of the contracts particularly with the PWSUs;
7. Robust sector institutional reform implementation;
8. Water quality monitoring regulation and guidelines developed.
