The final evaluation will address the design, relevance, efficiency, effectiveness, sustainability and potential impact of the project as outlined below.
In particular, reference will be made to the implementation arrangements and procedures, in order to assess how effective they were in delivering the outputs, and to make recommendations for the smooth adoption of project outputs by the Southern African Development Community (SADC).
