The project reviewed the role and functions of the Ministry of Health and subordinate bodies, in order to:
- respond to political priorities;
- provide efficiency gains in the allocation of staff, use of resources, decision-making and communication systems;
- improve the service delivery and policy formulation;
- ensure that all functions and activities are operated at the appropriate organisational and territorial level;
- improve the resource management systems.
