The project reviewed the options available for the decentralization of public services in agriculture, including human resources management.
It also considered a general review of powers (decision making, revenue-raising, etc.), responsibilities (service delivery) and resources (financial, human and administrative) assigned and allocated to the different level of administration in the agricultural sector.
