The main goal of the studies is to allow the African Development Bank to evaluate and understand the transport sectors' development conditions in the member countries and, in this way, to constitute a solid basis to:
- Design the Bank's intervention strategies in the transport sector, in the four lusophone countries of Central and Western Africa (Angola, Cape Verde, Guinea-Bissau and São Tomé and Principe);
- Enhance the dialogue policy with the state-members and the advising in regards to transport sector development policies;
- Mobilize the resources and coordinate the development activities for pre-identified projects and for programmes in which other financial donors are involved.
Specifically the study aims to evaluate:
- The current transport demand and the transport services' supply, at the national and regional level, in the four countries;
- The institutional capacity building and developments needs, in the frame of the sectors' necessary restructuring;
- Institutional framework review, the maintenance needs, the financing mechanisms, the public expense, the operational and the regulation security issues, and, management;
- The sectors' strengths and weaknesses, including the political and institutional aspects pertinent for the users and the beneficiaries of the transport sector.
