The project aimed to improve the efficiency and effectiveness of managing operations and resource allocation in these municipalities, by reviewing the existing revenue collection practices and their potential.
The study recommended a number of specialized services to increase their own revenues, in order to build capacities to respond adequately to the increasing demand of services and to improve the effective use of resources, according to their priorities in the service provision.
