The project consisted in the survey of the existing situation in most public institutes, funds and autonomous services.
From the diagnosis, the main constraints to the operation of the various bodies were identified.
We also defined some measures that could be introduced in the operation of these organizations, as well as other political measures that could contribute to overcome some of the identified anomalies.
