The CESO/Particip/Quarein Consortium, led by CESO, is responsible for implementing the Technical Assistance to the Cooperation Support Mechanism II in the Republic of Timor-Leste.

Timor-Leste is one of the youngest countries in the world, having achieved independence at the beginning of this century, in 2002. The country faces a broad set of challenges to consolidate and strengthen the capacity of state institutions and to achieve the desired social and economic development. These include the shortage of skilled human resources, which has made it difficult to strengthen institutions and the success of sectoral reforms.

Funded by the 11th European Development Fund, and within the framework of the 2014-2020 National Indicative Program (NIP), which focuses on the Good Governance and Rural Development sectors, this Technical Assistance will contribute to strengthening capacity and increase the effectiveness of the services of the National Authorizing Officer, through financial and institutional support, and whose expected results are:

1) increased capacity of the National Authorizing Officer services to oversee the programming, identification and evaluation of NIP programs and projects;
2) increased capacity for program implementation by relevant Ministries and other stakeholders in key sectors, in line with EU policies and strategies; and
3) greater visibility of EU-Timor-Leste cooperation and greater knowledge of the values, history and culture of the EU and its Member States.

Through this Technical Assistance, various training activities, exchange of information, best practices and know-how, studies, research, communication and visibility campaigns will be implemented and will contribute to the success and effectiveness of cooperation between the European Union and the Democratic Republic of Timor-Leste.
