Under the Framework Contract SIEA 2018, CESO Development Consultants, in consortium with COWI, provided technical assistance to the Vice President’s Office (VPO) of Tanzania with the objective of strengthening governance and coordination of the country’s emerging Blue Economy Programme.
The project aimed to support the development of key public policies — including the formulation of the Blue Economy Policy, guidelines for Marine Spatial Planning, and the Measurement, Reporting and Verification system for Nationally Determined Contributions — as well as to prepare monitoring and evaluation mechanisms and reinforce institutional capacities.
Key achievements included:
• Capacity building of the Blue Economy Task Force Secretariat;
• Development of background policy and technical documents;
• Facilitation of technical workshops and stakeholder validation sessions;
• Support in drafting the disbursement dossier under the EU budget support framework;
• Preparation of a preliminary M&E framework for the programme.
This work was essential in ensuring an effective handover to a larger, long-term technical assistance programme, contributing to sustainable development, job creation, and climate change adaptation along Tanzania’s coastal regions.
