The goal of this study is to promote sustainable livelihoods opportunities and decent working conditions for refugees living in the country, particularly the Syrian and Palestinian refugees, who represent the bulk of the refugees residing in Lebanon. The term of “livelihoods” is defined here as the educational and technical capabilities (skills) and employment opportunities required for a decent standard of living.
In order to reach its goal, the study aims to meet 2 specific objectives (or outcomes).
Firstly, to conduct a thorough analysis of the current practices in employment (including self-employment) of non-Lebanese residents particularly for the Palestinians and Syrians, whether registered with United Nations agencies or not. Additionally, the study addresses the rationale and impact of the livelihoods assistance for Syrian and Palestinian refugees provided by Lebanon and its international partners within the framework of the Lebanon Crisis Response Plans since 2015/2016. In doing so, the study highlights the positive and negative impacts of the refugee workers on Lebanon’s labour market.
Secondly, to propose guidelines and recommendations for all stakeholders to improve the employment status of Palestinian and Syrian refugees living in Lebanon in terms of access to employment and decent working conditions. In doing so, it identifies ways future national policies and international assistance schemes could foster the benefits of refugee inclusion in the labour market.
