- Assess the adequacy of projects with beneficiaries and determine whether the objectives of equity and / or their design are still appropriate given the changing context;
- Assess to what extent the intended beneficiaries have benefited from the project results;
- Improve the capacity of project management from the ACP Secretariat.
The specific evaluation criteria most relevant to this study are of relevance, effectiveness and efficiency.
